投标人应具备的资格或业绩:1)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；

2)投标人必须是制造商或代理商投标；若为代理商，需提供制造商出具的针对本项目的唯一授权函；

3)投标商所投品牌的阀门自*开通会员可解锁*期为准），在中华人民共和国境内至少具有2套在加氢裂化装置（每套数量不低于20台）成功运行一年以上的业绩，业绩中所提供的产品与本次投标产品产自相同的原产国，且至少一项业绩中的规格能覆盖标的物规格（不低于招标文件所列阀门的磅级、口径、材质等）。需提供业绩表（包含业主联系人及联系方式）、图纸、合同复印件（至少包括合同签订时间、装置名称、阀门规格（磅级、口径、材质等）、阀门数量、签章页；若合同复印件不能体现上述内容，可配套提供技术协议/数据表等证明材料）；若投标文件提供的业绩证明材料不满足上述要求，则视为无效业绩。

4)投标人未处于被中国石化给予风险停用、违约停用处理期内，以开标当日招标人现场查询为准。

5)投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；

3、Qualification Requirements For Bidder

Qualifications or Performance:1)The bidder has a valid business license (bidder from within the territory of P.R.C.)/operation license (bidder from outside the territory of P.R.C.), and a copy of the corresponding certificate is required;

2)The bidder must be a manufacturer or an equipment agent; if the bidder is an equipment agent, sole authorization letter for the bid from the manufacturer is required;

3)From January 1, 2012 to December 31, 2021 (based on the contract signing date), within the territory of the People's Republic of China, the bidding brand shall have at least 2 sets performance (each performance shall have at least 20 sets valves) in hydrogenation cracking units that have been successfully oper-ated for more than one year. The products provided in the performance must be produced in the same country of origin as the bidding products, and the speci-fications of the products must cover the specifications of the bidding products (not less than the class, diameters, materials, etc. listed in the bidding docu-ments). A performance table (including the contact person and contact infor-mation of the end-user), the drawings, a copy of the contract (including at least the signing time of the contract, plant name, valve specifications (class, diam-eters, materials, etc.), valve quantity, signature page; if the contract cannot show requirements mentioned above, bidders shall provide technical agreement or data sheet copy matching the contract); if the performance proof materials provided in the bid do not meet the above requirements, they will be considered as invalid performance.

4)The bidder is not in the period of risk suspension or default suspension given by Sinopec, and the on-site inquiry of the bidder on the date of bid opening shall prevail.
